This is a very efficient setup for a power plant, it's utilizing IC2 for the water mills and Redpower for the bucket refilling/transportation. The neat thing about this setup is that you can expand it as much as you want, each water mill is really cheap and provides a constant output of 2 EU/t (and it doesn't explode...).
